Gateway Synergy is looking for highly experienced ICT Procurement and Contract Manager contractor for a government agency.

As an ICT Procurement and Contract Manager you will be responsible for the initial procurement analysis through to managing contract negotiation process. Your role will be to manage of either one procurement or multiple procurements at one time working with project managers to ensure activities are delivered in a manner which is on time, within budget and within expectations. The role will require you to establish and maintain stakeholder relationships through effective communication, negotiation, and issue and action management to ensure procurement activities are completed on time.

The Role
The role requires an ICT Procurement and Contract Manager who has the following experience and capabilities:

  • Territory degree and/or equivalent experience of 5 years or more in ICT Commercial/ federal government procurement.
  • Strong understanding of Commonwealth Procurement Rules (CPRs)
  • Experience in Commonwealth of Australia procurement and tendering processes of varying complexity, including but not limited to understanding of tender preparation, evaluation, contract formation, negotiation and selection.
  • Understanding and demonstrated experience in procurement of goods and services using panel arrangements, the Indigenous Procurement Policy, limited tender and open tender approaches to market.
  • Demonstrated experience in the preparation of procurement documentation including, source justification, procurement risk assessment, statements of work, procurement and contracting documentation, and record keeping.
  • Demonstrated experience liaising with a diverse range of stakeholders including ICT professionals and vendors and the ability to work independently and prioritise work accordingly.
  • Maintain the highest degree of probity and discretion in respect to all procurement undertaken.
  • Ability in developing a procurement framework for the organisation including templates and supporting material.
  • Provide analytical support to projects to ensure they are planning procurement activities appropriately.

The Role

Responsibilities will be (and not limited to):

  • Accurate records are maintained for PM to use to manage projects.

  • Maintain concise and accurate cost and project documentation for the Project Manager including reports that shows payments are received and made on time and financial reporting is on time, accurate and show good financial management practices.
  • Ensure the highest level of accuracy and professionalism is maintained in all areas of client and service provision. This includes ensuring the timeframes for processing of relevant documentation are actioned in accordance with company policy and procedures.

Gateway Synergy is looking for multiple highly experienced Machine Learning Engineer contractors for a government agency.

The agency is currently experimenting and building capability with Large Language Models (LLMs) and Computer Vision (CV) techniques at large scale for the purpose of assessing their applicability to the agency’s context. Existing initial demonstrators have shown great promise and the agency is now in need of four machine learning engineers to further develop, accelerate and mature these capabilities.

Successful applicants will be working with leading-edge hardware and ML technologies, demonstrating the art of the possible and working toward bringing ML based technology into the agency’s domain in support of their mission and capabilities.

The Machine Learning Engineers will be required to work as part of an integrated team spanning ICT professionals and engineers, researchers, operators and analysts. They will work as part of a team designing and developing machine learning systems, implementing appropriate ML algorithms, conducting experiments and demonstrating outcomes and ML based opportunities to the agency’s stakeholders. They will be working with data sets to create models, perform statistical analysis, to train and retrain systems to optimise performance with a goal to build efficient self-learning applications and contribute to the agency’s advancements in artificial intelligence.

The Role
The Machine Learning Engineers will work in the design and development of the agency’s focused machine learning and deep learning systems, running machine learning tests and experiments while developing and implementing appropriate ML algorithms. This will encompass:

  • study and transformation of data science prototypes;
  • design of machine learning systems;
  • development of machine learning applications according to requirements;
  • selection of appropriate datasets and data representation methods;
  • performance of statistical analysis and fine-tuning using test results;
  • executing train and retrain systems as necessary;
  • extend existing internal ML libraries and frameworks.

They must be willing and able to support the agency in activities relating to its operational mandate and objectives.

Essential Criteria
Mandatory:

  • Experience in software development & machine learning.
  • Experience in the use of machine learning methods on multi-GPU platforms.
  • Extensive Linux knowledge.
  • Ability to communicate effectively and tailor presentation style and messaging to be relevant to a range of audience level of knowledge, skills and experience.
  • Sound interpersonal skills including the ability to work as a productive member of a team and communicate effectively with colleagues and clients across multiple organisational levels.
  • Effective written and verbal communication skills.
  • Respond strongly and positively to challenging work and deadlines.

Highly Desirable:

  • Experience in the use and development of machine learning methods at scale within standalone or multi-GPU and multi-node configurations.
  • Experience in MLOps and ModelOps software and associated engineering practices.
  • Experience with best practice development methodologies and practices such as Agile, DevOps, and Configuration-As-Code.
  • Understanding of data structures, data modeling and software architecture.
  • Knowledge of math, probability, statistics and algorithms as applicable to the ML context.
  • Ability to write code in Python, Java or R.
  • Familiarity with machine learning frameworks (like Keras or PyTorch) and libraries (like scikitlearn).
  • Demonstrated analytical and problem-solving skills. 

Desirable:

  • Previous experience within the Defence environment.
  • Familiarity with Defence IT security policies and concepts.
