The Benefits and Risk Management Specialist will undertake a range of activities to support the effective and efficient management of benefits and risks for the agency’s program. Providing high level support to the Assistant Commissioners (ACs) and Director, including preparing and reviewing high-level documentation and correspondence, managing complex scheduling requirements, and coordinating workflow.

The role will works closely with the Program and Organisational Transformation Division (OTD) leadership teams to ensure that actions are followed up and completed on time. This role will also involve managing strategic activities for the Program.


The Role
Benefits realisation management (BRM) is a process of identifying, planning, managing and evaluating the intended benefits of an investment. BRM informs investment decisions and establishes plans to realise intended benefits. The role will be responsible for, but not limited to:

  • Leading a review of the benefits management for the Program. This will include updating any associated documentation including benefit profiles and registers and facilitation benefit and risk workshops to review and update the program benefits and risks.
  • Uplifting benefits reporting capability to meet internal and external requirements.
  • Support the Program to develop an approach to benefits management for the Program that aligns with scaled agile methodologies.
  • Build strong and effective relationships with a range of stakeholders with key internal stakeholders, building understanding and commitment to benefits realisation and ongoing management.
  • Support building program management capability within the Program Office team. This includes coaching and mentoring regarding actively managing the benefits for the Program.
  • Contribute to team planning, coordination and workflow management and shaping the teams work program in alignment with the Program objectives.

The Candidate:
Mandatory criteria:

  • Excellent written and verbal communication skills, and the ability to effectively communicate information to people from different backgrounds and seniority.
  • Strong attention to detail and experience in managing quality assurance (writing, editing, proof reading) of high volumes of correspondence, briefs and reports.
  • Confidence and ability to effectively communicate, collaborate and negotiate with team members, business areas and external stakeholders at all levels of seniority.
  • Ability to carefully follow established processes and procedures and undertake quality assurance activities.
  • Excellent teamwork skills, with the ability to work with colleagues to achieve considered outcomes.
  • Experience effectively managing competing priorities and strategic directions when achieving planning and project outcomes in line with agency goals and objectives.
  • Strategic skills to drive and positively influence team members and stakeholders.
  • Proven ability to make sensitive and complex decisions using professional judgement within legislative and budget parameters

Desirable criteria:

  • Relevant tertiary qualifications in a related field

The agency manages a large volume of corporate and operational information, which is constantly increasing, varies in importance and is subject to treatment dictated by legislation. The agency requires new Policy documents as well as updated existing Policies in the Information and Records Management space.

As a government agency it is a legislative requirement to have up to date policy documents to ensure compliance with ever changing regulation, address evolving risks, improve operational efficiency, and maintain transparency in their practices. Regularly updated policies help adapt to new challenges and maintain a strong framework for decision making and accountability.

The Role
The Specified Personnel will work under the broad direction of Program Manager – Knowledge Management, planning and executing work, ensuring timely and successful delivery that includes, but is not limited to:

  • Information and Records Management Policy development, Researching, analysing, and formulating new policies or updating existing ones to address emerging issues or changes in government priorities, demonstrated ability to write clear, concise, and persuasive policy documents, briefing materials, and reports.
  • Collecting and analysing data to support evidence-based policy recommendations and decisions.
  • Assessing the impact of new legislation on existing policies and making necessary adjustment to ensure alignment and compliance.
  • Manage effective internal and external relationship, negotiate with stakeholders in more complex matters and resolve escalated customer issues where appropriate.
  • Undertake complex procedural, administrative and service-related tasks, and the provision of policy advice.
  • Coordinate and measure the activities of a program, project initiative or specialist tasks.
  • Apply a range of standard and library specific digital-based applications to monitor and maintain information resources including procedures, processes, and policies.
  • Drafting policy documents, briefing notes, and reports to effectively communicate policy recommendations and changes to stakeholders and decision-makers.
  • Keeping up-to-date with industry trends, best practices, and relevant research to inform policy decisions and recommendations.
  • Risk mitigation in the form of identifying potential risks associated with policy proposals and developing strategies to mitigate identified risks.
  • Contributing to the strategic planning process by providing policy insights and recommendations that align with the organisations goals.

The possible extension will involve tasks that include, but are not limited to:

  • Assisting in the implementation of policies by monitoring progress and addressing any challenges that arise.
  • Continuously monitoring the effectiveness and outcomes of implementing policies, identifying areas for improvement, and suggesting adjustments required.
  • Providing training and guidance to colleagues, stakeholders on policy matters and their implications.

The department is looking for a professional and enthusiastic Executive Officer to provide strategic advice, coordination, and high-level support to the First Assistant Commissioner (FAC), Chief Information Officer Division, including managing a diverse range of critical issues, services and projects to support the achievement of the Enterprise Transformation Group’s (ETG) strategic operational objectives.

You will join a team of a highly motivated and collaborative professionals that work in the Enterprise Transformation Group (ETG). The ETG is made up of two Divisions that are focused on delivering a modernisation agenda that will see the department transition and roll management systems onto contemporary and secure solutions. The ETG is committed to establishing and maintaining a high performing and positive workplace culture. You will operate in a fast paced, dynamic environment, working closely with the First Assistant Commissioner (FAC), Assistant Commissioners (ACs), Directors and other Executive Support staff.

The Role
The role will be responsible for, but not limited to:

  • Analysing and synthesising information from a range of internal and external sources to provide timely strategic advice to the FAC.
  • Proactively managing the workflow through the FAC’s office, including providing advice on context, quality assurance and coordinating any necessary follow up to ensure priorities and deadlines are met.
  • Producing correspondence, briefings, and communication material on behalf of the FAC.
  • Acting as the primary point of contact for the FAC’s office and responding appropriately to a range of routine, sensitive and urgent agency matters with ease.
  • Providing high-level support to governance committees, meetings and forums chaired or convened by the FAC.
  • Making and communicating decisions using professional judgement in a complex and changing environment.
  • Attending meetings with the FAC and/or other members of the ETG Leadership Team to assist with arising actions.
  • Developing and actively managing internal and external relationships, including collaborating with key stakeholders to achieve outcomes and facilitate cooperation, representing the ETG and the agency in various forums.

The section is also the custodian of the department’s Security Strategy and supports a cultural uplift program to mature our department-wide security capability.

The Role:
Services to be provided include, but not limited to the following:  

  • Managing the department’s personnel security arrangements including security clearance processes, ongoing suitability requirements, pre-employment screening suitability assessments, separation activities and aftercare programs.
  • Identifying and managing personnel security risks in accordance with the requirements of the PSPF.
  • Managing eligibility and suitability of personnel including citizenship waivers, temporary access and exceptions
  • Manage the department’s security investigations and incident management.
  • Managing personnel security educational processes and departmental engagement.
  • Provide security briefings as required.
  • Providing specialist/technical/professional advice across a broad range of security issues, including personnel security, insider threat, security risk management and security governance.
  • Manage the personnel security arrangements within Health’s portfolio entities.
  • Manage the governance and reporting arrangements within the section.

 
The Candidate:
Essential criteria

  • Minimum 5 years’ experience as a Personnel Security Adviser in Federal Government
  • Certificate IV in Government Security (Personnel Vetting), or equivalent is required.
