The Role

The department is seeking experienced Solution Architects to work as part of their Agile delivery teams to deliver upon a variety of digital solutions.

Working within the Data Platforms and Education Systems branch, the Solution Architects will work within the digital solutions teams and liaise with the Architecture, Design and Development branch. Helping to design and build solutions to support multiple, multi-year projects that cut across different program areas, including the department’s Skills and Training programs and the Department of Education’s Schools, Higher Education, Research and International programs.

We are looking for solution architects with experience and expertise delivering modern, cloud based solutions across a range of technologies, including Azure services, Power Platform, D365, Power BI and .NET frameworks

The Architect will be required to:

  • Engage with stakeholders through service experience research and requirement gathering
  • Interpret functional and non-functional requirements to guide and inform solution design and development.
  • Develop and maintain architectural diagrams, blueprints, and technical documentation that clearly articulate the solution design.
  • Work closely with technology and development teams within the branch and wider ICT cohort to ensure proposed solutions are fit for purpose and meet security requirements.
  • Work with enterprise architects and other solution architects across projects to identify common patterns and opportunities for re-use
  • Identify potential risks and develop mitigation plans to ensure project success.
  • Work closely with development teams and across ICT to ensure that the software and infrastructure meet the requirements, design specifications and departmental patterns.
  • Oversee the implementation of designs by delivery teams, by providing ongoing review, advice and improvements.
  • Build trust and integrity and strong working relationships between stakeholders and other ICT teams, through working closely with stakeholders and business areas to create and deliver digital solutions.

The candidate requirements
Essential criteria:

  • Extensive experience in delivering cloud based solution designing medium to large organisations, with demonstrated coverage of architecture deliverables across business, information, applications and infrastructure
  • Excellent understanding and demonstrated application of current architectural design patterns, standards, technologies and techniques including Architectural frameworks such as ToGAF or similar models.
  • Demonstrated experience in delivering capability using the Systems Engineering lifecycle
  • Demonstrated capability and capacity to perform the indicative duties as set out in the description
  • Excellent communication and interpersonal skills, including the ability to work across a wide range of stakeholders and communicate with technical and non technical audiences, including executive and business teams

Desirable criteria:

  • Certifications in relevant Architectural fields

The Role

The department is seeking an experienced Mainframe Applications Developer to support the Team Leader in the day-to-day development, maintenance, enhancement, and support of applications in the department’s ICT environment within the IT Solutions Section of the Digital Technology Branch, including participating in section planning for short term tasks and contributing to strategic planning for longer term initiatives.

The role is responsible for undertaking work that is moderately complex to complex and/or sensitive in nature, under limited direction, utilising expertise and knowledge in designing software applications to meet the department’s needs.

The role will be responsible for, but not limited to:

  • Apply expertise to enhance and improve existing software, including designing, developing, implementing and testing software systems, in line with business requirements and software development standards.
  • In collaboration with other teams, investigate and resolve issues with the operation of an application.
  • Address errors by making appropriate changes and rechecking the program to ensure that the desired results are produced.
  • Perform revision, repair, or expansion of existing programs to increase operating efficiency or adapt to new requirements.
  • Provide a high standard of technical and design documentation.
  • Assist in the development of specialist and/or technical expertise to less experienced and more junior developers.
  • Contribute to project progress reporting and comply with governance processes.
  • Develop and support key internal and external relationships, including managing stakeholders to achieve work area and agency goals.
  • Make and communicate decisions using good judgement, expertise and knowledge, governed by legislation, regulations, best practice principles or relevant operating instructions and procedures.
  • Contribute to doctrine, election preparation and delivery activities in accordance with the election readiness framework, according to individual accountabilities and responsibilities.
  • Perform additional duties or assume responsibility of functions as directed from time to time.

The candidate requirements
Mandatory requirements:

  • Detailed knowledge of and experience in the design and development software solutions.
  • Knowledge and experience in successfully setting priorities and delivering quality results on time and on budget.
  • Proven ability to communicate effectively whilst anticipating stakeholder needs and expectations across a geographically dispersed network.
  • Proven analytical abilities with the ability to propose and facilitate change and contribute to business improvement strategies.
  • Demonstrated personal integrity whilst achieving results within legislative and policy parameters.

Desirable:

  • Relevant qualifications in information technology.
  • Develops and maintains high quality, robust and scalable enterprise level software solutions using ADABAS Natural.
  • Knowledge of, or ability to, quickly gain knowledge of Australian electoral law and practice.
  • Knowledge of, or ability to, quickly gain knowledge of the Commonwealth frameworks, including ICT frameworks.

The Director/Manager – Business Engagement role is a manager role within the Simplified Trade System (STS) Taskforce. Under limited direction, the duties or this role include, but are not limited to:

  • Displaying leadership and people management skills by: 
    • Assigning clear roles and responsibilities for team members on every project (to ensure optimum team effectiveness for projects of different size and complexity). 
    • Identifying areas for further development of team members and providing constructive feedback on a regular basis. 
    • Recognising and rewarding good performance. 
    • Providing staff within their team and across other Branch project staff with ongoing coaching and mentoring. 
    • Promoting the Branch values and culture by collaborating with other Project Team Leads; and 
    • Facilitating a collaborative approach to identifying and managing project issues and risks. 
  • Establishing and maintaining relationships with stakeholders to ensure team KPI’s and organisational outcomes are achieved by:
    • Fostering a co-operative approach with the Taskforce Executive and other team leads, the department’s stakeholders and interdepartmental stakeholders, leading to a project outcome which meets organisational needs.
    • Providing progress reports to the Taskforce Executive on progress against the team plans.
    • Managing stakeholder expectations; and
    • Engaging the Stakeholders in resolution of emerging issues and risks.
  • Lead a multi-disciplinary team responsible for the development and delivery of team outcomes with a focus on best practice and continual improvement: Ensure team activities are planned, documented, actioned and completed within agreed timeframes and quality standards.
  • Manage project deliverables across agencies, ensuring compliance with governance and quality protocols, to successfully deliver Secretariat milestones and outcomes.

The candidate requirements

  • Demonstrated experience working as a Business Engagement Manager, ideally within government.
  • Proven ability to deliver requirements and aligns with organisational constraints of multiple agencies/entities.
  • Strong communication skills, with the ability to translate between business and technical terminology.
  • Proven ability to communicate with influence, negotiate outcomes and manage complex stakeholder relationships.

Desirable criteria

  • Relevant tertiary qualifications in a related field.
