The Role

The Director/Manager – Business Engagement role is a manager role within the Simplified Trade System (STS) Taskforce. Under limited direction, the duties or this role include, but are not limited to:

  • Displaying leadership and people management skills by: 
    • Assigning clear roles and responsibilities for team members on every project (to ensure optimum team effectiveness for projects of different size and complexity). 
    • Identifying areas for further development of team members and providing constructive feedback on a regular basis. 
    • Recognising and rewarding good performance. 
    • Providing staff within their team and across other Branch project staff with ongoing coaching and mentoring. 
    • Promoting the Branch values and culture by collaborating with other Project Team Leads; and 
    • Facilitating a collaborative approach to identifying and managing project issues and risks. 
  • Establishing and maintaining relationships with stakeholders to ensure team KPI’s and organisational outcomes are achieved by:
    • Fostering a co-operative approach with the Taskforce Executive and other team leads, the department’s stakeholders and interdepartmental stakeholders, leading to a project outcome which meets organisational needs.
    • Providing progress reports to the Taskforce Executive on progress against the team plans.
    • Managing stakeholder expectations; and
    • Engaging the Stakeholders in resolution of emerging issues and risks.
  • Lead a multi-disciplinary team responsible for the development and delivery of team outcomes with a focus on best practice and continual improvement: Ensure team activities are planned, documented, actioned and completed within agreed timeframes and quality standards.
  • Manage project deliverables across agencies, ensuring compliance with governance and quality protocols, to successfully deliver Secretariat milestones and outcomes.

The candidate requirements

  • Demonstrated experience working as a Business Engagement Manager, ideally within government.
  • Proven ability to deliver requirements and aligns with organisational constraints of multiple agencies/entities.
  • Strong communication skills, with the ability to translate between business and technical terminology.
  • Proven ability to communicate with influence, negotiate outcomes and manage complex stakeholder relationships.

Desirable criteria

  • Relevant tertiary qualifications in a related field.

The department is seeking an experienced Procurement and Contracts Specialist. The Procurement and Contracts Specialist works closely with the Procurement Lead to assist in the successful delivery of procurements being undertaken.

The Procurement and Contracts Specialist reports to the Program Manager but
receives day-to-day instruction from the Procurement Lead. The Procurement
and Contracts Specialist will assist in the successful delivery of procurements
being undertaken by the Program.

The role will be responsible for, but not limited to:

  • Exercise established commercial acumen to effectively expertly and proactively manage, and establish ICT and other contracts
  • Draft procedural, governance and procurement documentation (with minimal direction)
  • Provide advice and guidance on procurement and contract management to internal stakeholders in line with the Commonwealth Procurement Rules (CPRs) and all relevant additional procurement related policies and legislation
  • Perform quality assurance on procedural, governance and procurement
    documentation
  • Provide analysis and judgement on complex issues and make significant contributions to the preparation, evaluation and finalisation of procurement processes undertaken by the Program
  • Coordinate and facilitate procurement related meetings and workshops, including but not limited to industry briefings and evaluation sessions
  • Coordinate and administer procurement related correspondence
  • Develop and administer procurement and contract management risk assessments
  • Develop effective and collaborative relationships with key internal stakeholders, building understanding and commitment to support the successful delivery of the program
  • Provide advice and guidance on procurement and contract management to internal stakeholders
  • Communicate using professional judgement, evaluating risks in the context of a complex and changing environment
  • Develop and administer contract management plans
  • General contract management responsibilities

The candidate requirements

  • Comprehensive experience with and understanding of the Commonwealth Procurement Rules (CPRs) and all relevant additional procurement related policies and legislation;
  • Demonstrated experience conducting complex end-to-end procurement approaches;
  • Demonstrated experience drafting complex procurement documentation including but
    not limited to:
    • RFT documentation – head documents, statements of requirement and complex response schedules;
    • Draft commercial arrangements;
  • Demonstrated experience successfully administered contracts;
  • Knowledge and experience in successfully managing risk, including the development of comprehensive risk assessments;
  • Demonstrated experience in delivering positive results with time restraints and competing priorities;
  • Proven ability to communicate effectively and navigate complex stakeholder relationships; and
  • Demonstrated personal drive and integrity whilst achieving results within legislative and budget parameters.
  • Exercise established commercial acumen to effectively expertly and proactively manage, and establish ICT and other contracts
  • Clear police check result and ability to obtain and maintain minimum Baseline Clearance

Desirable criteria

  • Relevant qualifications and / or industry certification. For example, Diploma of Government and/or Certificate IV in Government (Procurement and Contracting) or equivalent

We will be looking for the Agile Coaches to deliver the following services:

  • Mentoring, coaching, and supporting various roles and teams to enhance planning processes, agile ceremonies and continuous integration delivery practices within the branch.
  • Leading planning processes where required to successfully guide the agile journey.
  • Leading training, communications, and technical activities to successfully implement agile practices into the culture of the department.
  • Communicate and collaborate across teams and the wider cohort in successfully adopting and maturing agile practices, including working on communications plans.
  • Support the development of portfolio and program management and governance.

Responsibilities of role will include:

  • Working with executives to promote Agile mindset and best practices towards delivery success.
  • Provision of program and team level coaching, and creation of artefacts as needed on Agile practices, principles, roles, artifacts, and mechanics.
  • Assess scrum maturity of the branch and identify how individual scrum teams can increase their agile maturity level.
  • Providing leadership, direction, and coaching to the scrum teams, and mentoring for the Product Owners and Scum Masters.


The candidate requirements

  • Minimum 5 years of experience in software development (leading, managing and working with teams), with at least 3 years of experience in Agile development methodologies (Ideally SAFe and Scrum).
  • Strong leadership skills, including excellent problem solving abilities and proven ability to build teams and create a positive team culture.
  • Excellent interpersonal and communication skills, including demonstrated ability to understand and influence individuals through guidance and coaching.
  • Proven experience applying lean/Agile methodologies within a medium to large size enterprise/experience working in government.

Desirable criteria

  • Certified qualifications (eg.Scrum Master (CSM/PSM), SAFe certifications) are beneficial
  • Hands on experience with Agile project management tools such as Azure DevOps, and implementing them successfully.
  • 2 years of experience in assessing team performance.

The role will also be required to work with IT Enterprise Architecture, IT Application Development and ITS Project team to deliver ad hoc business projects and change, including but not limited to legislative, digital form changes, process improvements and regulatory changes.
  
Reporting to the Director of ITS Projects and Project Managers (as applicable), the Solution Designer duties include, but are not limited to:

  • Working with business stakeholders, users, business analysts, project manager/s, architects to understand the challenges that are needing resolution
  • Defining and documenting solution designs that cover IT and non-IT solutions adding business value and meet the current and future needs of the business
  • Working with managed service providers and third party providers to develop solution options that factor enterprise ITC and non-ICT enabled options
  • Creation and review of technical and non-technical documentation including solution approach to markets, costings, resource and capacity requirements
  • Identification of solution opportunities through research, analysis, discussions and workshops
  • Collaboration and communication with stakeholders (including CIO, architects, project managers and technical/business SMEs) to gain agreement on overarching solution designs
