The Role
Outstanding opportunity for a driven professional to join a government department in an IT capacity. A passionate, driven professional with a positive attitude and a strong desire to succeed. The department is seeking experienced Business Analysts (2-3 depending on projects) to support the their Response Incident Management Solution project and the Enterprise Digital Capabilities project. The roles will also be required to work with IT Enterprise Architecture, IT Application Development and ITS Project team to deliver ad hoc business projects and change, including but not limited to legislative changes, digital form changes, process improvements and regulatory changes.
Reporting to the Director – ITS Projects and Project Manager/s (as applicable), the Business Analysts will work with IT project and internal resources, SMEs, business stakeholders and vendors with duties including, but not limited to:
- Business analysis and business solution design
- Development of high level, detailed, functional, non-functional requirements, user cases and scenarios
- Analysis and mapping of business processes, user pathways and information flows
- Acting as the conduit between business stakeholders, project teams and IT resources to deliver outcomes
- Contribution to continuous improvement activities across IT
The candidate requirements
- Minimum 5 years of experience delivering business analyst services for government programs and/or projects (federal or state)
- Demonstrated experience in technical writing producing high quality documents including requirements, guidelines, process maps and procedures
- Highly developed communication skills including prioritisation, problem solving and relationship building
- Business analyst certification (relevant industry standards)
- Experience delivering solutions supporting legislative changes
- Experience delivering change for vessel safety (road, air, maritime) or other applicable regulatory functions
- Clear police check result
Desirable criteria
- Experience delivering analyst related activities related to incident, emergency or first responder management
- Experience developing or providing input into business blueprinting or other detailed non-technical outcome focused overview documentation
- Experience facilitating scrums with project teams using Azure Dev Ops to capture deliverables and outcomes
- Experience developing business solutions using Dynamics365, SmartIQ (previously Intelledox), HTML forms, identity management services, portals

The department is seeking experienced Project Managers (1-3 depending on projects) to support their Enterprise Digital Capabilities project, the Integration Platform project, National Canberra Office Relocation Project, regional office refits as well as working with the CIO and IT Managers providing project management support on adhoc IT projects.
Reporting to the Director – IT Projects, CIO and project boards, these roles will be responsible for implementation of COTS and bespoke applications as well as IT support for office relocations. The Project Manager will work with other IT resources including business analysts, solution architects, solution designers, testers, developers and other resources as required.
The candidate requirements
- Minimum 5 years of experience delivering Project Management services for government programs and/or projects (federal only)
- Project management certification/s (relevant industry standards)
- Highly developed communication and stakeholder engagement skills
- Ability to tailor/scale project management methodologies, governance and delivery approach to the needs and outcomes of the project, stakeholders and users
- Demonstrated experience in problem solving, critical/objective thinking and influencing change
- Clear police check result
Desirable criteria
- Experience aligning outcomes, schedules and deliverables to the software development lifecycle (SDLC)
- Experience preparing and management/supporting of IT procurement activities for on-premise, cloud or hybrid solutions

The Role

The department is seeking an experienced Change Manager to lead and support business change activities for their Incident Response Management project as well as working with the CIO and IT Managers providing guidance and support on adhoc IT business as usual activities.
Reporting to the Director – ITS Projects, the Change Manager will work with the project sponsor, project board, project manager and project team as well as key business stakeholders/users and AMSA’s internal communications team.
Duties will include, but are not limited to:
- Identification and analysis of stakeholders likely to be impacted by change
- Determining scope and impacts of business change, including development of business impact assessments
- Conducting and facilitating change planning sessions, documenting outcomes and recommendations
- Preparing vendor supplied training materials for delivery of training to the department’s staff
- Assessing and facilitating business readiness
- Providing change support through activities such as: communications, training and development, leadership support, stakeholder engagement and transition to BAU
- Drafting of communications and change plans, including scheduled deliverables for approval by the project board, executive or other stakeholders as required
- Implementation of Communications and Change Management plans
- Pre and post go live support for business users
The candidate requirements
- Experience in planning and conducting workplace and IT organisational change in Commonwealth organisations and programs, including multi-divisional change in smaller organisations (sub 500 staff)
- Experience in facilitating change planning, including stakeholder identification, business impact analysis, change management planning and reporting
- Exceptional communication skills and attention to detail with the development of both internal and external communications
- Strong negotiation and influencing skills with the ability to develop strong relationships with peers, operational teams and executive management
- Ability to quickly upskill to work with new or changing IT systems and apply their relationship to business change events
