Gateway Synergy is looking for highly experienced Digital Transformation Program Manager contractor for a government department.

The Role:
The government department has multiple requirements for Program Managers to manage the delivery of inflight and upcoming transformation within a Division.

The division provides economic analysis, data and research to inform policy and decision-making in Australia’s agriculture, fisheries and forestry sectors. They have capabilities in the fields of economics, science, and social science. Issues they are currently engaged with include understanding the drivers of agricultural output, climate change, biosecurity, trade and sustainability. Their mission is to develop an inclusive, collaborative and innovative culture as they produce high quality analysis and research on current and emerging issues.

The division is in the early stages of a major digital transformation program working to modernise all aspects of business operations and their supporting systems.

The successful candidates are expected to have:

  • Program Management (or 5+ Project Management) experience in the management and delivery of an ICT Program or multiple projects.
  • Ability to use, adapt, and work across various delivery methodologies (such as waterfall, Agile, hybrid).
  • Significant experience working with and influencing internal and external stakeholders and partners to plan and successfully deliver programs and projects within scope, schedule, and budget constraints.
  • Experience in building and promoting program vision and developing a collaborative team culture and approach to delivery of program objectives and benefits.
  • Experience in developing and presenting Board papers and briefing materials for SES audiences.
  • Demonstrated experience with program governance, including planning, financials, reporting, risks and issues, dependency management, etc.
  • Experience with Federal Government procurement processes to successfully engage and manage 3rd party vendors.
  • High level interpersonal skills with the ability to build strong relationships and liaise effectively with a wide range of stakeholders.
  • Excellent verbal and written communication skills to present and communicate information and expectations to stakeholders at all levels.
  • Personal resilience and flexibility to deal with ambiguity and conflicting priorities to successfully deliver under pressure within a challenging environment.


The Candidate:
Essential criteria

  • Program (or 5+ years Project) Management experience in delivery of a large and/or complex ICT Program(s).
  • Demonstrated experience working with and influencing internal and external stakeholders and partners to plan and successfully deliver programs and projects within scope, schedule, and budget constraints.
  • Demonstrated experience with program governance, including planning, financials, reporting, risks and issues, dependency management, etc.
  • Ability to use, adapt, and work across various delivery methodologies to successfully deliver program outcomes (such as waterfall, Agile, hybrid).
  • Experience with Federal Government procurement processes to successfully engage and manage 3rd party vendors.
  • Demonstrated ability to build and lead several multi-disciplinary teams to effectively deliver results and positively respond to change.
  • Ability to build and promote program vision and to develop a collaborative team culture.
  • Demonstrated ability to engage and manage third-party vendors and contracts to ensure successful delivery of requirements.
  • Well-developed communication skills.
  • Experience in developing and presenting Board papers and briefing materials SES audiences.
  • Demonstrated ability to build strong relationships and liaise effectively with various stakeholders.
  • Demonstrated personal resilience and flexibility to deal with ambiguity and conflicting priorities to successfully deliver under pressure within a challenging environment
  • Experience working in Federal Government agencies, Project Management qualifications and certification are highly desirable.
  • Agile project delivery and related tools are highly desirable: Scrum Master experience and/or qualifications, SAFe Agile, Microsoft Azure DevOps / JIRA Knowledge of Essential Eight, ISM, and Security Maturity requirements will be highly regarded.

The Role:
The Scrum Master will be responsible for providing the following deliverables including but not limited to: 

  • Facilitating sprint planning, backlog preparation, refinement and prioritisation, stand-ups, reviews and retrospectives. 
  • Identifying risks and issues and advising the Program Manager of any significant risks to delivery. 
  • Managing and working closely with the agile team and a large number of stakeholders. 
  • Coaching and transferring knowledge within the agency and agile teams. 

The Scrum Master will be responsible for producing the following deliverables, including but not limited to: 

  • Program Increment (PI) Plans and Sprint Plans. 
  • Test Plans, Risk and Issues logs. 
  • Reports related to delivery performance and governance. 
  • Delivery Framework, Guidance, ‘How To’, and presentations as necessary 

The Candidate:
Essential criteria

  • Minimum of three (3) years’ experience as a Scrum Master within a SAFe or agile environment and a current SAFe® Scrum Master (SSM) certification or equivalent.
  • Demonstrated evidence of ability to champion adherence to consistent application of the agile practices.
  • Proven experience identifying an Agile team’s gaps in agile and leading them to adopt new practices by focusing on agile values and principles.
  • Proven experience writing Epics, Features and User Stories with acceptance criteria and breaking down into smaller tasks as necessary.
  • Demonstrated ability to coach, inspire and motivate people to change their mind set and practices as evidenced by experience persuading key stakeholders (like Executive Sponsor, program/project managers, line managers) to become servant leaders and to empower people to adopt agile.
  • Proven experience creating velocity tracking and graphs (e.g. Sprint Burn down, Release Burn down) using either Agile project management software.

Desirable criteria:

  • Ability to coach staff (including Scrum Team, Executive Sponsor, Project/Program Manager/s and key stakeholders) on the correct way to interpret metrics for the Scrum’s performance, progress of work and agility maturity.
  • Exposure to Agile practices such as Extreme Programming (XP) techniques e.g. Test Driven Development (TDD), Continuous Integration (CI) and Continuous Delivery (CD) across the Software Development Lifecycle (SDLC).
  • Ability to coach, develop and empower individuals in emotional intelligence; how to handle and resolve conflict; and how to give constructive feedback to form high performing, self-organising teams. Experience regarding the facilitation and execution of Sprint Retrospective and Showcase formats.

The department is looking to engage an enthusiastic Project Manager to join the IT Infrastructure team, supporting the delivery and sustainment of the department’s Cyber security objectives.

The Role
The successful Project Manager will be responsible for, but not limited to:

  • Work plan governance and reporting.
  • Work with the project’s Program Manager and technical lead to define and manage the delivery of work packages utilising Scrum and Azure DevOps;
  • Identify and manage project risks and issues;
  • Lead workshops with internal stakeholders and actively deliver and review analysis artefacts (Azure DevOps Epics, Features and User Stories);
  • Implement effective change control;
  • Coordinate the department’s staff to meet the delivery timeframes.
  • Support contract managers in managing vendors to deliver outcomes;
  • Liaise with business and technical areas to facilitate the timely resolution of issues as they arise;
  • Produce technical and non-technical documentation as required;
  • Manage project resources effectively to deliver the required outcomes;

  • Proven ability to understand, translate, and communicate IT technical concepts to nontechnical stakeholders.
  • Proven ability to deliver projects under a tight schedule.
  • Proficiency in contract and procurement management.
  • Proven ability to manage risks, issues, budget, and schedule.

  • Proven ability to lead staff to meet the organisational timeframes.
  • Proven ability to communicate with stakeholders.
  • Proficiency in the use of Microsoft Azure DevOps for project management.
