Position : Program, Project and Scrum Masters
Location : Melbourne
Gateway Synergy is looking for experienced Program, Project and Scrum Master contractors for a government agency. The agency is seeking to identify suitable Candidates to perform the role of Program, Project and Scrum Masters from junior levels to expert and manager levels to help the agency monitor project schedules and budgets, prepare progress reports, and liaise with key stakeholders.
Program Officers provide high-level procedural, administrative and operational support to a work area aiding the delivery of the agency’s programs. They contribute to strategic planning and policy development and to changes in workplace practices and business improvement strategies. Program Officers also liaise with internal and external stakeholders and provide advice to ensure the consistent delivery of program services.
Project Officers support the delivery of the agency’s projects. They play a role in managing straightforward projects, developing, and maintaining relationships with internal and external stakeholders and provide specialist advice to ensure the consistent delivery of project outputs.
Scrum Masters enable teams to self-organise, self-manage, and deliver, using agile values, principles, and practices. They guide teams towards structuring and managing their own work to meet their stated objectives. Scrum Masters help to balance the work of the team in the context of competing priorities, including contributing to planning, changes in workplace practices and business improvement strategies. They support Product Owners to ensure there is an appropriate backlog of prioritised work items based on the overall strategy and overarching business objectives.
Program Officer
Duties may include, but not limited to, some or all of the following:
- implement programs administered by the agency
- liaise and negotiate with internal and external stakeholders to deliver program services, increase the profile of the agency’s services and attend interagency meetings and forums to obtain and share information
- provide advice, procedural guidance, and administrative support to staff
- monitor and report on the achievement of business outcomes, key performance indicators and quality assurance to assist the local leadership team in managing overall performance
- encourage innovation and support staff through changes in process
- assist in policy review including the development of new policies and guidelines
- liaise with other staff and teams to resolve and/or escalate program and policy issues
- draft a range of written material including business cases, reports, executive briefs, and corporate documentation
- undertake research and analysis and contribute to the preparation of reports on relevant program activities and/or project milestones

Project Officer
Duties may include, but not limited to, some or all of the following:
- assist in project management and coordination activities
- contribute to the development and management of project plans and schedules in accordance with the agency’s project management framework
- contribute to strategic planning and continuous improvement
- provide advice, procedural guidance, and technical expertise in specific areas of project work
- perform research work and analysis including contributing to the preparation of reports on relevant project activities including status updates and exception reports
- draft a range of written material including business cases, plans, executive briefs, and corporate documentation for review by senior staff
- assist with monitoring project budgets, review and report on expenditure and assist with procurement and contract management
- assist with the identification and management of project risks, issues, and benefits
- assist with project quality management to ensure project deliverables are fit for purpose and meet client needs
- support and maintain stakeholder relationships to support delivery of projects

Scrum Master
Duties may include, but not limited to, some or all of the following:
- coach teams in agile values, principles and practices and model the agile mindset
- plan, set up and facilitate agile event including daily stand-ups, sprint planning, sprint reviews and retrospectives
- assist the team to plan, understand and be accountable for achieving its goals
- anticipate and address/remove blockers/impediments that the team may encounter so the team can remain focused on its goals
- shape the design of processes and practices used by the team based on their maturity and ensure team adherence to the agreed agile process rules
- help the team manage and resolve conflicts and challenges, and play a key role in improving team cohesion, motivation, dynamics and performance
- create an environment of trust and respect where issues or concerns can be raised safely
- identify and analyse risks and opportunities in relation to goal achievement or performance, develop change strategies for consideration of team, and monitor outcomes
- in collaboration with the Product Owner, review and refine the product backlog, re-prioritising and re-assessing the relevance of tasks/stories
- negotiate with product owners and stakeholders to protect the team from external influences impacting their ability to meet the agreed goals
- co-ordinate with other teams as required to manage dependencies and support the team to deliver
- represent the team/s in meetings, and relay information from that meeting back to the team
- develop and deliver presentations, conduct rituals and events and be actively involved in communication and change activities involving stakeholders
- research agile trends, industry dynamics, frameworks and tooling to guide and improve the agency’s use of agile methodologies
- coach newer scrum masters to build capability and lead a community of practice to facilitate continued learning and capability across the agency
- make significant contribution to innovation, changes in workplace practices and business improvement
- develop and maintain stakeholder relationships and networks including representing business area at meetings and other workplace events
- research, analyse and apply problem solving skills to develop innovative solutions to meet clients’ requirements

- Up to $2000/day contracting rate for the right candidate
