The Role
The agency is seeking to engage suitably qualified and experienced .Net Developers to deliver and support a range of ICT projects/programs.
.Net Developers will be required to work with the project team to uplift the existing code and deliver the requirements for enhancements and improvements.
The candidate must hold an active Baseline security clearance prior to commencement.
The Candidate
.Net Developers will be responsible for, but not limited, to:
- Participating in the Software Development Lifecycle (SDLC) to develop and enhance a C# based, n-tier, enterprise software and associated documentation in accordance with the agency’s Standards.
- Developing automated application build and deployment scripts using the .NET environment (.NET Core), and additional Microsoft technology stack.
- Following the Scaled Agile (SAFe) for software development using tools such as Azure DevOps.
- Liaising with technical and business area staff to facilitate the design and implementation of product features and resolution of defects or incidents.
- Providing analysis on complex issues and contributing to technical design concepts spanning multiple solutions.
- Developing and supporting key internal and external relationships, including managing stakeholders to achieve work area and agency goals and represent the agency by promoting its interests in various forums.
- Providing accurate specialist advice, guidance, and reporting on team functional responsibilities.
- Making and communicating decisions using good judgement, expertise, and knowledge, governed by legislation, regulations, best practice principles or relevant operating instructions and procedures.
- Sharing code and development learnings back to the Developer Community of Practice to inform continuous improvement.
- Contributing to doctrine, preparation and delivery activities in accordance with the framework, according to individual accountabilities and responsibilities.
- Perform additional responsibilities as required and directed by the relevant Director/Team Leader or delegate.

- Demonstrated experience with Agile SDLC and technical documentation.
- Full stack development experience.
- Demonstrated experience in developing automated application build and deployment scripts using the .NET environment (.NET Core) and Azure DevOps additional Microsoft technology stack.
- Demonstrated experience with cloud based application development in MS Azure.
- Ability to produce well designed, documented, and testable code.
- Peer review of developed products and scripts.
- Knowledge and experience in successfully setting priorities and delivering quality results on time and on budget.
- Proven ability to communicate effectively whilst anticipating stakeholder needs and expectations across a geographically dispersed network.
- Proven analytical abilities with the ability to propose and facilitate change and contribute to business improvement strategies.
- Demonstrated personal integrity whilst achieving results within legislative and policy parameters.
- Proficiency in using various IT applications and project management tools, including the Visual Studio, MS Suite, Azure DevOps, and Miro or similar.
Desirable criteria
- Tertiary qualifications or industry recognised certification in Information Technology or Computer Science (or other relevant discipline).
- Knowledge of, or ability to, quickly gain knowledge of Australian electoral law and practice.
- Experience developing full stack solutions with web front end frameworks (e.g. Blazor).
- Experience in developing CI/CD build and deployment pipelines using Azure DevOps or similar.

- Technical Skills: Demonstrated experience (Min 5 years) implementing secure web based business solutions. • experience developing web APIs using Azure API Manager and customer facing web portal development using .NET Framework (including .NET Core) and ASP.NET • Experience developing web applications using either Angular or React • Familiarity with the Information Security Manual (ISM), it’s controls and how to apply them to a solution design and build • Experience with unit/integration/automation testing. Familiarity with xUnit, nUnit, Selenium, Playwright.Net.
- Cloud experience: Demonstrated experience in cloud-based solution implementation with technologies such as: • Azure Logic Apps, Azure SQL and Azure Service Bus and Azure API Manager • Azure DevOps and Visual Studio for code development, management, repositories, and deployments (CI/CD) • integrating custom built apps with third-party systems, including Microsoft Dynamics 365 CRM • Extensive experience developing on Azure platforms • Demonstrated experience in successfully optimising complex legacy code to fully utilise benefits of Azure Cloud environment
- Agile: • Experience working with Agile multi-disciplinary teams to deliver secure, user friendly and reliable solutions that meet stakeholder, citizen, and business expectations. • Ability to pragmatically change direction and scope as new information is discovered and challenges or opportunities present themselves

The Candidate
Software Engineers will be required to:
- Build and maintain secure .NET (8/10) backend services and REST APIs (versioning, OpenAPI/Swagger, OAuth2/OIDC).
- Deliver React frontends that consume APIs and meet accessibility needs.
- Integrate internal and third-party systems (messaging/event-driven, identity, CRM) end-to-end.

- Technical skills: Minimum 10 years designing, building and supporting secure web solutions across backend and frontend, including modern .NET (8/10) & ASP.NET Web APIs; REST API design (versioning, OpenAPI/Swagger, OAuth2/OIDC); React and automated testing (unit/integration/UI) (e.g., xUnit/nUnit, Playwright/Selenium).

- Ways of working and security mindset: Familiar with ISM controls and applying them in build/design; effective across dispersed teams; able to engage technical and non-technical stakeholders; and mentor/collaborate to support team outcomes

- Test automation and quality engineering in CI/CD (unit/integration/UI; e.g., Playwright/Selenium, Jest, static analysis).
- Delivery approach: Experience delivering in multi-disciplinary Agile teams; able to adapt scope and approach as requirements and constraints evolve
